Chapter 26: This Battle Is Not Over

This battle is not over. The authorities speak.


-1989, Attorney General's Office: Stated Joan was due $84,000 back pay for injury leave and Accidental Disability Retirement. (Chapter 17)


-1989, Joan's attorney: Stated, "It's all here, you've got it...What Did You Do??" (Chapter 20)


-1991, Retirement Board Representative: "The State Police are pulling one over on you. For years, I've watched them pick and choose those they give 72% to and shit on others. It makes me sick. Go back and fight some more!" (Chapter 20)


-1992, Retirement Board Magistrate: "No one should be stopping your retirement." (Chapter 21)


-1992, State Representative: Referring to the denial of Joan's retirement request, "There is a missing piece to the puzzle." (Chapter 21)


-1993, State Representative: Referring to the reason Joan was denied her retirement. "You did something when you were on." (Chapter 21)


-1996, Boston Civil Rights Attorney: "I know something nasty went on here."


-1996, Boston Herald Journalist confiding to Joan that they had to be careful about what they wrote: Colonel O'Donovan used to walk the halls of the Boston Herald news office checking with all the journalists, looking over their shoulders to make sure no one was writing criticism about him during the time the MBTA lawsuit broke news. (Chapter 19)


-1999, MSP Surgeon: "You can't return to work with TMJ like this." (Chapter 23)


-1999, State Representative: "They're (MSP) not giving it to you because it opens them up for being sued."


-1999, Director of the Retirement Board: "Your story is surreal. You have fallen through the cracks of the system. If the Retirement Board had authority over your disability, this would not have happened. You are due a full retirement!" (Chapter 24)


-2002, Secretary of Public Safety: Related to Joan by a 3rd party, "She's need to come up with $65,000 before we can talk." (referring to the injury leave payment made during original settlement negotiations in 1990.)


-2006, House Ways and Means Committee, staff counsel: "There has been an injustice here. You are due a full retirement but you will have to pursue legislation." (Chapter 24)


-2014, Director of the Retirement Board: Referring to previous statements to Joan about her entitlements, "We made a mistake." This statement was followed by yet a new explanation about what they could offer her which removed a substantial portion of what she was actually due. Joan realized that there was no clear path forward. (Chapter 24)


-2018, Boston Law Firm specializing in police department retirement cases in MA: "They do it all the time. They set up road blocks."


-2019, local Boston news journalist regarding a request to help make a documentary about this blog, in response to the statement that whoever chooses to do this will need a strong back bone to go against the MSP, "...not sure any local news station would go against them...everyone has friends in high places...I still want to keep my job, that's what a lot of people are thinking."


A former MA Governor stated to Joan in words that still ring true today...


"This battle is not over!!!"
